In 1936 scenario, heavy cruiser I (Furutaka Class) Aoba has 42.0 shore bombardment.

It is as same as battleship I (Nagato Class) Nagato. Too high for both ships.

Actually almost all of IJN initial ships have insane shore bombardment bonus.

The default shore bombardment value of battleship IV Iwami Class is 13.0 in research tab.

Maybe other countries' fleet may have some initial stat bugged as this.

Please reinvestigate initial fleets of 1936 and 1939 scenarios. Thanks!

On the more thorough investigation, I found out that the shore bombardment value of a unit represents "the total shore bombardment value of a fleet" rather than "the shore bombardment value of a ship". I think this interface bug misleads players. I will research more about this.
