Don't give too much credits to scores. What matters are the explanations behind it (and I'm glad that's what the first persons to answer this thread did).
What did they do? I never played that game but it was made by one my preferred studios - Creative Assembly.
Chose a member of staff who primarily plays Call of Duty to play and review it. He had no idea what he was doing, complaining that the alien cheats and always knows where you are (it kept finding him because he was making noise unnecessarily, such as using his motion tracker when the alien is literally right in front of the spot he's hiding in) and subsequently gave it a "meh" score.
Problem is, this was very shortly after the release of Colonial Marines, at a time where a lot of people had given up on ever getting a decent alien game ever again, so when they saw one of the biggest review sites giving it a "meh" score I guess they thought it was just another screwup of a game. It subsequently sold quite poorly.
In my view it is without a doubt the best entry in the Alien franchise to date, one of the best horror games ever made and criminally underrated. And I partly blame IGN for it not selling as well as it could have and denying me a sequel damnit!

Yeah I quit trusting them a long time ago. Especially since most of the big ones (the ones we tend to see) have enormous incentives to give good reviews to big releases, incentives like being invited to well funded events which reveal the game, being given a free 5 star hotel stay for the duration with lots of goodies being left in the room to take home with them (like brand new consoles + collectors editions of the game being revealed), hobnobbing with celebrities at the after parties of these events and so forth.
I'm my own reviewer now.
The review was written by TJ Hafer, and I trust him utterly to not screw over his reputation for money like that. It may be hosted on IGN, but this is a TJ review.

The lack of a ledger is a problem in all of PDX' newer games. No one says it has to be this omniscient magic book like in EUIII, but having all the information about your own empire, and whatever intel you had on other empires, in one place was incredibly time-saving.
Yeah, this is a good piece of advise for such sites in general - look at the author of a review/article more than what site it's on. Even the less reliable places out there often have a few good people on their staff.
Can anyone verify if my worst fears have come true? Lately (last 8 years) Paradox games come out in a bare bones "Core" state and DLC adds layers of gameplay over the years. Im not here to critique this business model, Im just wondering... is Imperator like this? Pretty bare bones game with not a whole lot of depth that will be "great' 5 years from now?
I think the gist is that if you play as one of the "core" nations like Rome, Diadochi, or even Maurya you will be fine. But if you want to play as barbarians you are going to be in for a rough and frustrating time.
Depend what you consider bare bone and to what you are comparing the game.
If you compare Imperator to EU4 with DLC, yes it's bare bone.
If you compare to EU4 when it was released, to EU3 when it was released, EU2 and EU1... well it's about the same level of details.
It's just that you got used to EU4+DLC level of "core" state that anything that is the release state make it bland and feel bare bone.
