Could you please give russia at least level 1 land technology in the IGC, because right now they have 0, and lose their wars even against Astrakhan.

Russia has land tech level 1 in IGC 2.1. :)

I would appreciate if there could have been an option to play a stronger and technologically advanced Russia in the next version of the IGC.

Why? Russia is still a powerhouse, especially if played by a human.
