.. would you like it? Since claims give only 10% mana reduction, I think it's not an insane idea anymore. But you should get a hefty AE penalty for either getting catched and the chance of getting catched should be increased too.

would definitly be nice. But claims are not really only a 10% reduction in mana cost. Realistically you are using conquest cb most of the time, so claims save you tons of bird mana.

I'm pretty sure he meant to fabricate multiple claims at the same time, though.
its unclear, I assumed that he meant totally, doing 1 claim for each nation unless you are surrounded seems balanced to me, otherwise it would lead to too much of an easy time claiming massively during truces and a continual destruction a bit like hearts of iron.

It is balanced in europe (and parts of China & India) where you can easily get 30 development from 1-2 provines. But everywhere else it is very annoying. In low development areas like Arabia or Africa it takes forever to claim 30 development worth of provinces.

Well often if you expand down there you should probably pick expansion or religious to get a CB so you don't have to pay DIP points, and for the nations that don't pick them you often get missions, like conquer Egypt as ottomans.

As long as you have to use a diplomat for each fabrication, I think you should be able to claim more than one province from the same nation at a time. Honestly it's a little weird that you can't.

I feel like this suggestion would mesh well with the idea of turning "fabricate claim" into a button on the UI province view, rather than diplomatic view (or both).
