A few patches ago, in a vanilla game I got it.
IIRC it required me to enter the Nidus system after pacification and I got a special event that unlocked the tech (had the lesser tech already as a reward from normal pacification).
however I haven't managed to replicate that because I usually stumble into the Nidus too early or not at all when pacifying.
