Basically I have got 3 supermax cells that are high quality and that is for the people I put in permanent lockdown since it satisfies some of their needs, but the behaviour-cell quality function overrides my decision and puts better behaved supermax inmates into the cells.
If the player assigns a specific cell can it be locked in place and not overridden?
