If the other person doesn't accept the peace offer in EU4 even though we have more than fifty percent war score, what should we do?

My (France) and my friend(England) started a multiplayer game. He allied with Austria, Castille, and Portugal and vassalized Scotland. I am allied with Poland. He declared war on me with Castille and Portugal at his side, I was able to knock out Castille and Portugal taking some land from them and I kept Normandy under my control which gave me a 58percent war score against England and Scotland but he is not accepting a peace offer and I want Normandy which is possible as per war score. My economy is ruining and war exhaustion is bad. I cannot beat England at the English channel with the fleet at 1459. I would like to know what could I do in these circumstances, his economy is good because of the English channel trade node and actually losing nothing with this war. But I am and he is not accepting a peace offer. If it helps, War of roses is completed and I already have Labourd and Bordeaux under my control from the previous war. Thank you for reading!

Just keep occupying them until he relinquishes them. He will keep building up war exhaustion and will eventually be pressured to give it up as he will get WE for the occupied territories. How long has the war been going? Otherwise, you can take fewer things and use Frances economy to build up a navy during peacetime since England is much more fightable than great Britain
If England starts lowering war exhaustion and France starts lowering war exhaustion, England will probably win due to its navy occuping coastal provinces, especially if England has more diplo points.
