If the other person doesn't accept the peace offer in EU4 even though we have more than fifty percent war score, what should we do?

My (France) and my friend(England) started a multiplayer game. He allied with Austria, Castille, and Portugal and vassalized Scotland. I am allied with Poland. He declared war on me with Castille and Portugal at his side, I was able to knock out Castille and Portugal taking some land from them and I kept Normandy under my control which gave me a 58percent war score against England and Scotland but he is not accepting a peace offer and I want Normandy which is possible as per war score. My economy is ruining and war exhaustion is bad. I cannot beat England at the English channel with the fleet at 1459. I would like to know what could I do in these circumstances, his economy is good because of the English channel trade node and actually losing nothing with this war. But I am and he is not accepting a peace offer. If it helps, War of roses is completed and I already have Labourd and Bordeaux under my control from the previous war. Thank you for reading!

Just keep occupying them until he relinquishes them. He will keep building up war exhaustion and will eventually be pressured to give it up as he will get WE for the occupied territories. How long has the war been going? Otherwise, you can take fewer things and use Frances economy to build up a navy during peacetime since England is much more fightable than great Britain

Demand one provine on his pretty island (Let's call it "London" )and nothing else. He takes the deal, you get a foothold for the next war. He refuses, he takes a stability hit. Repeat as often as necessary, or till he is willing to agree to your desired peace deal.

When you have more than 50 warscore, any deal that is equal or less than your current warscore is considered a "stabhit". You can see it as the sign showing the acceptance changes from a tick/cross into a dove I think. So at 58 warscore, if you send a deal for 29% or less, he can refuse at the cost of 1 stability. You can keep doing this until he is at -3 stability and then he has to accept the offer

So you are complaining England won’t accept a peace deal in a war that has stagnated but is hurting you more than them? Sounds like England is doing precisely what any human player would do under the circumstances. If it costs nothing to continue the war, why end it?

As Necro says stabhit him.
Make a deal with around 28% Warscore and he has to take stabhit.
A good choice is a land province in england, cause he dont want to give you a foothold.

You could need to stab hit him more then 6x, cause he can push his stability with Admin Points, but just do it everytime its possible he will run out of admin points and he has to accept the deal at -3 stability and this will hurt him.

This way when he realize you will get that treaty you can make perhaps the deal you wanted before.

this only works against human players afaik. but the ai refusing such a peace deal definitely resets call for peace.
against AI you can abuse it. You can get over 50% against AI and demand fort on the island you don't control. AI will refuse and take stab hit, in few months you can reduce AI's stab to -3 and prestige to -100 before making normal peace deal. Just look at the wiki - it's great potential to hurt nations like Venice, Ottomans, England, Denmark

It still irks me how the AI and human rules were changed wrt stabhits. The original rule was functional. Now the AI can refuse in meme tier situations and not receive a stabhit. In extreme cases even being fully occupied and refusing white peace or sub-10% demands.

The old model which was depending on demands vs warscore (modified by war exhaustion) worked. I don't see why it needed to be turned into the current meme.

If the AI is fully occupied, at 100% war score, I thought you could simply dictate any deal up to 100%? This was sometimes used to dictate a “defeat” deal where you controlled the terms (revoking HRE reforms, etc)

^ fully occupied allies in war get -99% score, not -100%. You can't force them out unless you wait. If they also have no units, that wait usually isn't long. If they managed to run their army off somewhere, having their country fully occupied can let them resist for quite a while.

If you're into a coalition larger than you, maybe this makes sense. If the enemy's combined armies are < 20% of your local forces, it does not.

A big part of the problem is that the game's algorithm for evaluating peace deals is among its most archaic and frustrating systems. "Length of war" feels more like a stopgap than a legitimate means to consider the state of the war. But it has survived from before colonial nations existed until now, through dozens of DLC and patches, multiple fort beta implementations, unit pips rework, institutions rework, subjects rework, and more.

In earlier patches, you could stabhit the AI. It was when devs changed it to "stabhit happens when AI would have accepted" that things started to break. They could have instead kept functional rules, and had the AI not refuse stabhit offers, but nope. Now, it gets to ignore WE from "call for peace" and refuse deals that would stabhit the player, sometimes for in-game months.

Peace deal stab hit exists against the player, but not the AI. (help)
Players complain, that they cannot exploit said stab-hit against the AI. (Boo-hoo)
There are a significant number of situations where paying 300 admin to recover from being stabhitted into surrender would be better for the AI's long-term prospects than being occupied until Length Of War expires.
