If I start a war w/ 'reconquest' cb, will seizing claims (not cores) cost me dip MP?

Yes because the reconquest CB is for reclaiming land that are your cores but you no longer control. Claims are for provinces you never owned but want to so they will cost dip points to take.

I'm not sure if that's actually true, or I don't recall. For vassals, at least, you can call a Reconquest war on their behalf and take claims without DIP cost.

Start a non-ironman game.
Open the console and type debug_mode
Mouseover two provinces in political mode to get the IDs
add_claim [ID]
add_core [other_ID]
Wait for one month to pass.
Declare war on the country.
controll [ID] (note the double L)
controll [other_ID]

See what happens in the peace screen.
