As for Pagans, a DLC for them would be cute, but they were a dying breed. The Pope and internal politics and shenanigans of the Church would be much more interesting.

Thus the answer must be Cardinals! Nobody was able to play them because they're not in game yet!Nobody except Paradox knows what the next DLC will be. Johan's clues could mean a number of things ('a group not able to be played before' probably being the main limiter on speculation).
