If I (the USA) were to use Free People CB for New South Wales to create an independent Australia, it would get cores for the rest of Australia -- but would it actually go to war vs. UK to annex the rest, or would it sit and do nothing? Would it matter if they were allied to me?

Well, how many people live in Australia? Under UK rule, there's barely more than 1k people in each province, which isn't enough to recruit any soldiers. I can't imagine them getting enough migrants to recruit an army any time soon either, let alone one big enough to challenge the UK's huge military score.

So no, i don't think they ever would.

Why not use Free Country instead, to liberate the whole island?

They would go to war if the comparative military scores are in their favor. You need to ally them. But usually the UK has a lot of allies so I would recommend either dismantling their empire if you have a mod or doing liberate country because the military scores are in the UK's favor.

The problem with Liberate Country is the 100 Warscore required for liberating Australia means I would have to fight a war solely for Australia, and I would have to project both naval and land power from the USA across the Pacific and occupy every province there to get the Ticking Warscore required to win the war.

Free Country, on the other hand, has a far lower Warscore, and if UK is suing for peace from badly losing a war for Canada, I can "tack on" releasing New South Wales. Using Place in the Sun for New South Wales, releasing Australia, choosing "Play As", then consoling back to USA, incurs next to no net infamy. Either way, with POPs of Darkness mod I can follow that up with Free Allied Cores to give Australia the rest of its cores, although the net Infamy would be significantly higher than if I just used Liberate Country from the start -- I would prefer Australia to do the dirty work of actually adding Wargoals for their cores and occupying the provinces themselves.

Yeah, probably not going to happen.

Its easy to concentrate naval power and defeat the UK at sea. But if you don't concentrate your navy, the AI will smash up your fleets.

What if I were to free a populous region like North Bengal -- would they fight UK for South Bengal? Would they have any chance of winning, given they would be Uncivilized?

I find the UK quite easy to defeat. You'll need naval superiority and decent army techs and a ton of transports. Isolate Ireland prior to waging the war, and maybe try to ally with France. A land invasion of the british isles is very much doable. 100 warscore against the UK isn't actually a massive problem in that sense. Last time I made them release parts of Australia over successive wars, Australia got a ton of immigration from the UK anyway, and ended up a secondary power with a substantial army by the end of it. I never encountered any sizeable british forces there, so 1 or 2 armies should be enough to tackle australia I'd think.

THey are easy to defeat but not for the AI.

So, is it a general rule that allies will add Wargoals if our side has higher military strength and positive Warscore? Does the AI only add Wargoals that are worth less than the current Warscore?

If so, then I am thinking I could use Free People for New South Wales to release Australia. Then, later in the game, once my military strength exceeds the UK's, I bring Australia into a war with UK, they add Wargoals for their cores, and I send troops to take those provinces and win the war for them.

The reason I want to use Free People instead of Liberate Country isn't because of the infamy, but rather the 100 Warscore required for liberating all of Australia means I can't stack other Wargoals in the same war. What I'd like to do is Justify both Free People and Place in the Sun in advance and use them both in the same war. Also, UK has more colonies than everyone else put together, so they are the "critical path" in my war plans -- I want to fight one war after another with them, and use Place in the Sun for every war -- I can't do that if I'm using Liberate Country for Australia (although I can "stack" Liberate Country for South Africa because it doesn't cost 100 Warscore).
