Let's assume for a moment that DLC #12 is China and is coming out a year from now. I know the devs haven't said anything of the sort, but this is a hypothetical discussion. If that is the case, what do you want DLC #10 and #11 to be?

For the sake of discussion, assume they cost $10-$15 USD and are around the same size as Horse Lords and Charlemagne. Please do not mention features the devs have clearly said they have no intention of doing, like playable Theocracies. I know there was a time when they said they wouldn't do China either, but obviously that has changed. For the sake of discussion, assume those features won't be added in the foreseeable future.

They said something about medieval european myths at some point. Maybe some general mechanics for europe such as cadet branches and the HRE? I really want to see and Imperial DLC that would give some much needed love for Byzantium's rather unique way of functionig, things like governors, stading armies, senate, co-emperors and all that(not so much for vanilla but a lot of people want to properly restore Rome + most mods could make great use of it), seems kind of big though and thhis year's big DLC seems to be Horselords. I really hope we won't get more map/timeline expansions without proper mechanics to handle the new content and the DLCs have a budget that must be respected.

I don't know what the selling point would be, but I would like one that focuses on the various ways empires can collapse catastrophically and the difficulties of having a transcontinental hegemony. Maybe the DLC locked features could be about court intrigue, coups, rogue generals, stuff like that.

Since they're adding quite a bit of depth with the last two DLC, maybe there could be some kind of economy revamp with a focus especially on the importance of monasteries and Church politics. Even with permanently unplayable theocracies, there's quite a bit more to do with them.

I'm a huge proponent for HRE mechanics. It'd also be nice if they revisted Crusades/Jihads and made them work properly.

Revamping technology and adding mechanics for monasteries would be sweet! I know the devs said overhauling technology is on the list of things to eventually do.

An SoA-esque expansion to flesh out non-norse Pagans, and other bland religions with events and decisions. Maybe likewise with heresies in general, most of them are still featureless and the Jewish and Zoroastrian ones are all just terrible. An economic-based expansion would also be nice.

This, please! Something to make the game a challenge, so that you can start from the earliest start and export to EUIV without automatically winning that game too.

I'm a huge proponent for HRE mechanics. It'd also be nice if they revisted Crusades/Jihads and made them work properly.
Crusades and equivalent really need a rework. Cadets would be nice too and most of all I really wish for a major rework of vassal mechanics, vassal-liege relations and a rework of crown authority into a meter that goes up or down depending on how strong your vassals are and various other things..

I'd love to see some love to Trade in game, in general. Because currently trade is way too abstracted. That could be accompanied by playable in-land Republics.

I'd also love to see some love to Governments in general. Some form of Bureaucracy would be nice in the game. Even if it is introduced to all Government forms and not just as a separate government form.

If you added non-Catholic Christians on top of that, then i would be sold. Orthodox, Miaphysitism, Nestorianism etc. is really lite-versions of Catholicism.

Kind of like how the other pagans are Lite-Versions of the Norse pagans :D

Rather than inland republics (which generally do not make much sense for most of the timeframe), I'd like a rough trade system - such as Flemish trade relations with England, Denmark's control over the entrance to the Baltic, etc...

It'd be nice if they could one day find the time to fix crusaders in their hit game "Crusader Kings 2".

Fix is a strong word. But it would definetely be nice if they would take a look at how titles are distributed in connection with succesful crusades. Mods have already taken several stabs at improving this, so inspiration should not be far away for the Devs.

#10 - Imperial Glory - A DLC focusing on improving play at the Empire Level, especially for Vassals, but that obviously trickles up to the Ruler. It should focus on how things are more consolidated in an Empire versus broken up. Giving new ways for dynastic play when you might not always hold a county hereditarilly but still might be powerful enough to jockey for Empire. Something like how the Merchant Republics work when you're not the Doge would be a good start! Your "Home Province" might not even be in your governance (But you should get some real bonuses to your dynasty appointed such) and you'd have a base there that can be upgraded all the same. while you have an Estate in the Capital as well. Different upgrades focused on economy, popular support, and Imperial Influence.

Ideally the HRE gets some different improvements here too. To represent the different sort of Empire it was.

This DLC naturally lays a lot of the groundwork for what China would require, and since it would be 10, also leaves time to streamline it before the Big One.

(EDIT to add to the above - Also, mechanics for the decline and fall of Empires to keep Blobs in Check if you're not a good admin)

#11 - Pagan Shores (Or something similar) - full of improvements to non Abrahamic religions. Flesh them out. Include other things as well so its not just a small RP patch. Some map expansions in Africa seem a natural fit here, including fleshing out those nations. Extend the Silk Road Network (Or other trade roads working similarly) to Morocco and into Europe as well. Just like ibn-Batuta traveled on.

Rather than inland republics (which generally do not make much sense for most of the timeframe), I'd like a rough trade system - such as Flemish trade relations with England, Denmark's control over the entrance to the Baltic, etc...

most of all I really wish for a major rework of vassal mechanics, vassal-liege relations and a rework of crown authority into a meter that goes up or down depending on how strong your vassals are and various other things..
Reworking crown-authority to make it a dynamic meter more like Prestige in EU4 would be neat. It'd be more accurate too. The current CA mechanics are kinda redundant. You need High CA to get primoginenture, but most European Kingdoms start with medium or low CA and already have it.

10: Diversity DLC. Lots of cultures lack unique stuff. Like you could gain culture-tied traits, events, music. It would add even more depth for different governing forms (unique culture ones and for historical realms) just like a unique roman governing form with realistically OP pros, and realistically weak cons. A non-feudal governing of provinces for them, and legions. Think also of HRE, Jerusalem...

Also getting ready for china, the patch would make India a lot more different like it was in IRL. Like making something new instead of usual feudal (like tribal, nomad, iqta) according to the new patch coming up.

Do people think adding unique mechanics to the HRE, refining Crusades/Jihads, revamping technology and adding in monasteries, implementing more ways to interact with heresies, and adding new mechanics to non-Abrahamic religions could all be accomplished in the same DLC?

Then for another DLC they could add in cadet-branches, more intrigue in empires, parliaments, a new tax system, and revamp crown authority?

Probably not, but then you did specify in the OP that in this hypothetical situation we would get 2 DLC's before China
