The thing we really need is to separate the Armored divisions. Okay, I confess, I've played too much WoT.

We would have Light Armour (well we already have this), it only upgrades to Light Armour.
We would have Medium Armour (we already have this), it only upgrades to Medium Armour.
We would have Heavy Armour, it only upgrades to Heavy Armour. As few numbers as decisive in battles.
And of course the Superheavy Armour stays a brigade as it is now. Although it would be funny to see whole Maus divisions rolling forward.

And after that we would have the MBT. You could only research this after you have reached the top medium and heavy armours. Both of them would upgrade to MBT.

How about scout planes attached directly to land units? This would provide better organization and slightly improvements to defence since the ground troops can actively gain intelligence on the fly from their air scouts.

EDIT:

Better amphibious tanks for marines perhaps? It would improve their amphibious assault efficiency and cut down the penalty of river crossing some more. Since putting the troops into say a well protected amphibious APC then deploying is better than the traditional loaders.
I will try to fit that in the best I can.
Actually, zeppelins period, as bombers, carriers (both troop and as aerial aircraft launchers maybe), and especially aerial supply lines.

I used to play WOT so I understand. I can easliy get rid of a few codes for light tanks. I already got the heavy tanks so no real problems there. The MBT's would be interesting indeed.(but that's already ingame though.)

In the tech tree it would mean 3 lines of research (not 1 for general armoured and 1 more for the heavy brigades, as is currently). It would be a easier to research them but would take more time to research all of them. This would result in such realistic situations like the Japanese only researching the Light Tank line and the Germans starting to focus more and more on the Heavy line. I want to see an infantry tank brigade as well with its own side line (comes out of the light line) in the tech tree.

PT boat flotilla! It has only enough range to move to the sea outside the port, They have minimal sea attack, sea defense and air defense but are cheap to build, have a small amount of anti air but most importantly they have as much anti submarine as your regular CL (because some CLs had Depth charges but no sonar like Pt boats if i remember rightly)

+1 to colonial infantry, especially useful to Britain, Japan and Free France,

A Home guard unit that is weaker than your usual garrison(Morale, Organisation, Land combat abilities) but has higher AA and is cheaper to build a maintain. - Mimicks the Home guards of Britain that were full of Veterans and youngsters. I think the USA, Japan, Germany and the Soviets used them too, they should be event locked so they can only be built in war time.

Midget Sub flotilla (3 subs). Just a toned down version of a regular sub flotilla but again being cheaper and quicker to build.

I think there a rules on including Ohka's even though they would be a good unit for a powerful but losing Japense player/AI to deploy.

Sea mines... It could possibly be modded by creating a sea unit that has very slow movement and minimal sea defence yet has high range in combat and does loads of damage over a short period of time. It should be hard to engage however to increase the chances of it being random.
Otherwise it could possibly be built using a rocket based design that flys into a sea province and does damage to the units there with it's sea attack value, it doesn't return after the combat.

Mulberry Harbours or something similar could be used like a Hq unit perhaps to increase supply efficiency in the area? i'm not sure if/how this could be moded but it's a suggestion. http://en.wikipedia.org/wiki/Mulberry_harbour
