Or maybe the limiting factor could be that if you force a PU on the other one and then inherit you do not get cores on their territory, no free base tax or centralization and no access to the other one’s national decisions. In other words the current situation.I know it would be ridiculously powerfulbut had France won the Spanish war of the Spanish war of Succession then it would have formed. Maybe there should be a massive downside to it like everyone gets a CB on it or whatever.
It would be nice if they could have some sort of decision that give a core and maybe converts or increases the base tax and population of Judea, upon its conquest.

Have Romanian primary culture, don't be the Pope or the HRE-nation, and Byzantium has to have been destroyed. Own and core Bessarabia, Budjak, Silistria, Oltenia, Wallachia, and Transylvania. Be at peace.
You're unlikely to ever see it unless you set out to do it yourself, and you'd probably need to mod at least the Golden Horde back to being a Tribal something-or-other to pull it off.
Because Byzantium was also called Romania, or at least the people were referred to as Romanian, as a derivative of "Rome" which, of course, they were the successor to, and remains of.

Except Romania isn't claiming to be the successor to the Roman empire. Romania is called Romania because it's the land of the Romanians. If any unification decision is going to require the Byzzies to be dead, it should be Russia, as they actually claimed descent from the empire.

This is what I've been using in my mod:
I made it a lot easier to form than your version, because the AI needs all the help it can getIn my last game, Salzburg just formed it after revolting from mega-Hungary. The instant cores is required for revolters, because otherwise they'll never get anywhere.
You might consider adding NOT = { tag = HRE}.
I thought about that, but it's kind of nice to be able to get out of the HRE if you've formed it. So in my mod I don't have any restrictions on nation forming if you've already formed the HRE. Rarely does the AI actually get to form the HRE though, and I don't typically form it myself.
