Ideas: Centralization and Administrative Efficiency

Centralization (makes an additional Advisor available for hire)
Administrative Efficiency (makes an additional Advisor available for hire)

What those do? Do they open additional advisor slots (so if I take both, I can have up to 5 advisors) - which would be awesome.
Or does it just add an advisor to the list of advisors I could pick from - then it isn't that good.

I think it means, instead of the usual 3 advisors showing up for hire, you get an extra choice of an advisor. Not slots.

Yeah, it increases the pool of advisers, making it more likely that you'll get one that you want.
