The problem I see with your (OP) solution is two-fold, and both have already been addressed multiple times in this thread so I don't really feel the need to pile on with more detail:
1. Russia's AI failures are because of the AI prioritization, not the potential strength/weakness of Russia compared to it's neighbors.
2. Reversing the direction of the Baltic trade node just for the sake of Russia's AI seems like a poor design for every other nation in the region, and more importantly goes against history in what is a game that intends to be a "what-if" sandbox of history.
The fact that Muscovy/Russia is already one of the strongest/easiest tags for the player tells you all you need to know about whether they really need a buff rather than improving the AI.
The better solution for fixing any Russia AI shortcomings is to make sure the AI is more competent. That means better understanding when to develop for an institution, when and where to expand and how much to spend on it's military vs. economy, among other issues. This also has the advantage that this work to improve the Muscovy/Russia AI can be applied to all other AI nations and the state of the game at large, rather than just Muscovy/Russia (at the expense of it's Northern European neighbors).
