I'm not sure whether this has been suggested before (and if not, I am truly baffled), but what I would like to see is the possibility to choose among all the ideas in a group and not just be restricted to pick them in the established order.
The way I play EUIV is that I try to select the idea groups that boost my national ideas, but its a true pain having to spend a tremendous amount of MPs just to get that "idea 6" that complements my NA. I am sure I'm not the only one here.
I guess the full bonuses of should also have to be boosted a bit, as probably people wouldn't bother completing them unless its something really nice in the end.
Another nice touch would be a starting idea eg some boost that already comes along when selecting an idea group.
