I want to start with saying that this is a collection of rough ideas I have had, its far from fleshed-out. That is sadly due to me not being all that well versed in game design.
Furthermore I also want to say that I do like the selection of government types in the game, and that I see no fault with the base idea behind them.
With that all said, this is an idea I have had from my playings of the game that may add more depth and ability to the Nation and Government building of the game.
I want to say first that I am trying to articulate as best as I can, so sorry if I ramble or get confusing. I feel that instead of the types of government system in place in EU4, it should be a setup where the government is a makeup of disciplines where you have traditions and systems that can be mixed and matched. Where you can combine elements of a Republic, Monarchy, and administrative structuring. For example you can take on ideas and discipline to make a Elective Constitutional Crowned Confederate Republic, or a Federal Merchant Despotism, etc. Where the current Government types are available, but depending on what government ideas you take, you can model your nations government after another or combine elements of theirs creating a unique government. Effectively allowing for the making of Mixed Constitution systems. Lets say your playing as the Dutch Republic system, and you get your dynasty elected into the PL Commonwealth, you can more easily adopted and/or transmit the Duch Republican ideas to the Commonwealth or adopted Elective Monarchy ideas from said Commonwealth, allowing for you and/or the Commonwealth to create a hybrid of the Elective Monarchy and the Dutch Republic. Or lets say Novgorode wants to adopted ideas from the Ambrosian Republic, they can do so through Spies, trade, alliances, etc. This allows a trading of ideas allowing for Novgorode to become an Ambrosian Republic, or a mixed of it and something else. Granted copying another nation's system will not be as effective and can cause cultural conflicts, etc. As well hybrid systems take a hit from the mixing of ideas thus making it more jack of all trades master of none. this would also make it that certain nations get unique government systems, which other nations can copy but with the copy not being as strong as the original, which would allow for more idea spreading, and also in the mixing mechanic more variety in government types. Which means that nations can become more developed as the game progresses into distinct allies or enemies. That you have a slider to determine what kind of republican, monarchy, federal or confederal, constitutional to non constitutional, and economic models your nation follows. Like an equal split on Federal and Confederal, with high Constitutional, Republican, and Monarchist numbers and an equal split on Economic model, Could result in the government being an Imperial Federation, Like the UK almost became late in it's colonial era.
I know this is not very clear, as I said its a bunch of ideas that have been in my head. I figured to share and see what you all think, if you all have ideas on how to flesh it out more, etc. I do feel that if a future expansion/DLC, or even in EU5 if there is ever to be one, this could maybe be a cool mechanic if given more depth.
