I doubt this is feasible on the current engine we have now, but what if instead of the generic governments we have now(feudal monarchy, etc.) the different parts of the government were modular, sort of the way Civilization 4 did it(and to a lesser extent V2), with bonuses and malluses depending on what you chose?

There could be different levels to change like:
You would choose what general type of government it would be(Despotism, Monarchy, Republic, Theocracy)
What social class had the power(nobility, merchant class, peasantry/proletariat)
Constitution(none[i.e. absolutism by the executive arm], limited, influential)
Military(draft, volunteer, compulsory standing army, etc.)
Religion(one religion, toleration of heresy, free religion, etc.)

I dunno. Maybe it's a dumb idea. But I think it would add a lot of depth to that section of the game.

I think the comparison to the sliders we had in EU3 would be the closest comparison. Except with some examples the sliders wouldn't work - like the draft vs volunteer army. Can't really have both. "We draft our soldiers, but only on Thursdays. Every other day we only take volunteers."

It's a cool idea. More options would become available over time to represent the historical development of the state. We could even use it to simulate the near feudalism most countries would have at the game start. I just don't think it's in line with Paradox's idea for EU though.

Honestly it would be fairly easy to have a new tab on the HUD(called national policies or something I dunno) or even just a popup screen from the government button we have now. It could probably be done through decisions and country modifiers alone without actually adding anything major to the game but that wouldn't feel quite as "authentic" imo.

I think it'd definitely add a lot to the non war aspect of EU. Maybe also provinces could have similar options, by which you could manage how heavily each one was taxed, how religious minorities were tolerated, and how many men would be recruited into the military. Hopefully Paradox will take note of the clamoring for more internal administration that has been going on in the forum, and implement something like what you suggested.

Loved civics in Civ IV (first thing I thought of when I saw the thread title!), and I've often wondered if bringing them to EU (in a more modest guise) could work. Although, silly stuff like the Empire gov. type makes me wonder how interested Paradox really is in the whole government angle. It seems as though they prefer to accomplish this through ideas/decisions, but the exclusivity of civics, as mentioned, gives the choices a different feel. I certainly feel like it would be a worthwhile addition.

The main inspiration for this idea was the civics in the Rise of Mankind: A New Dawn mod in particular, which took the Civ IV civics and put them on enough steroids and cocaine to shock Charlie Sheen.
