Would it be plausible to create events that you could manually fire. Meaning things like political rallies (use up supplies and money for a number of - dissent). Maybe a cash infusion to a researching tech team (or however HOI III's system is setup) that would allow for possible break through/speedier research. naturally you would only be allowed to do these a few times and they would be costly, (but not to bad as to negate the value to minors).

any thoughts?

I don't know about creating events... but perhaps a system that directly involves your nations affairs. Though I don't see it being really useful since Consumer Good's could flatten out the Dissent hit or whatever.

But it is a nice idea. A feature similar to Intelligence could have a mixture of dealing with Partisan's, funding, supplying, influencing, spurring in national, occupied and enemy provinces. Than next to that is one that deals directly with our national provinces only involving Partisan groups and the "civilian population". Something to throw out.
