I was playing as Aztec the other day and except for the national ideas the idea groups were all identical to that which European nations have (monarchical Europeans anyway). Obviously most idea groups like the military ones and, economic, trade, naval etc. work for all nations, but what made my brow rise was seeing 'Exploration' and 'Expansion' ideas.

Those 2 were obviously made for European expansion and colonization, which is especially evident if you look at the 2 things you get at the very end, from Expansion casus belli against all lesser Asian nations (Asians are more advanced than native Americans) and the exploration one gives casus belli against pagans I believe. Anyway these 2 seem unfitting for Native Americans as well as Africans. Obviously they need some idea group for expansion, Native Americans as well as Africans have a lot of unused land not further than 3 meters from their capitols! My suggestion is to replace either Exploration or Expansion (or both) with something more fitting the less advanced cultures, and tailor them to fit better (like for example replacing the last expansion bonus that hardly benefits them). I noticed that republican nations have a separate military idea instead of Aristocratic Idea, so why not something for different cultures?

This might be a stupid idea, I dunno but I just thought it seemed weird that I had to 'colonize' land that was 3 blocks from my capitol, I haven't gotten far enough into my Aztec game to see whether or not my Aztec colonies (which are VERY close to the nation itself) will become a Colonial Nation, which to me would be kinda silly since they are right at the Motherland, if someone could answer me how colonialism works for them with the new expansion I'd appreciate it.

Go to the MEIOU&T mod subdirectory. Look for [Submod] Modded Idea Groups. They have several mod groups that are nonwestern exclusive and deal with the westernizing chain. Best solution to what you want.

I haven't looked into community mods that much, I'm a bit skeptical when it comes to mods made by random players, same goes for other games like Skyrim, but I have seen some mods that seem nice and I'll definitively take a look into that one, thank you.

The Exploration cb works as any country(even pagan countries can use it on other pagan countries). For the expansion cb you would need to westernize(don't think this is a requirment but it certainly makes it easier) and go far ahead in tech to be able to use it

Colonial nations only forms on overseas provinces(provinces that arn't on the same continent) which means the Aztecs would need to move their capital to Africa or something to be able to have colonial nations.

Or colonize/annex a chunk of south america, as long as you dont have a land bridge it counts as a seperate continent.
