Do you want to play a nation more dynamically, tailoring it as the game goes?
Tired of having some countries with amazing set of ideas but the ones you want to play are weaker? Want to play a France like a mercantile republic?
1. Delete all the national ideas of each nation.
2. Replace some of the best national ideas of the nation as additional "Government reforms" for the first tiers, permanent events and mission tree bonus if you want to preserve a military focus for France/Prussia/etc, a commerce focus for Venice/Genova/etc or want to play some nation with extravagant ideas.
3. Rework the Idea Group like below (not losing the bonus removed in the step 1):
Each Idea Group has 8-10 ideas, when all the are enabled a special idea is gained.
It isn't the same of to the current national ideas or the bonus idea group: for every full enabled idea group of the same type (adm/dip/mil) those special ideas scale.
For example currently Offensive gives 5% discipline: in this system unlocking only Offensive gives 2,5% discipline, fully enable other military idea groups increases the Offensive special idea to +5/7,5/10% discipline.
Pro: the more a nation specializes towards administration, diplomacy or warfare the better it does it; balanced countries still have an good overall bonus.
Playing without the "balanced mix of groups" restriction can break the game because of higher multiplier: set a cap at x4-6 max.
Best possible combinations adm/dip/mil group at cap 4-6: 6/2/0, 6/1/1, 5/3/0, 5/2/1, 4/4/0, 4/3/1, 4/2/2 and 3/3/2 if I'm correct.
If more variability is wanted for these special ideas there is the variant: there is not a fixed extra special idea for each idea group, when a group is full enabled one of the 8-10 base ideas can be selected as special, not every ideas are pick-able for game balance.
For example in Offensive group land leader shock/fire ideas are unpickable because multiply them can break the game.
