It would be a nice quality-of-life feature to be able to plan out my idea groups ahead of time so that I don't forget what I was planning if I don't play for a week (like, say, between weekly MP sessions). Also it could serve as an indicator to the AI in case the AI needs to take over my country for a session or three!

The way I envision this working in the UI:

- All the empty Idea Group slots in the main Ideas tab are clickable, not just the next one.
- When viewing the Idea Groups from one of the empty slots, each one will have a checkbox which you can click to indicate that you plan to take that Idea Group for that slot. All planned Idea Groups will be shown with checkboxes checked - those already taken will be checked and grayed out.
- Un-checking an Idea Group will remove it from the plan regardless of which slot it was in. Checking it again will add it to the currently viewed slot (this minimizes bouncing back and forth when reordering your plan).
- When actually selecting a new Idea Group, the one you have planned for that slot should be indicated in some manner.
