The main 4 points here are
1. Fleets shouldn't be 1 large Unit VS 1 Large Unit but multiple smaller units fighting together
2. The ships of these units should complement each other
3. the current fleet system limits the tactics you can use in game
4.the same fleet system limits what you can do while building your ships to counter the enemy, resulting in Ship of the line builds instead of other sub ship classes like heavy, light, or scout ships

I suggest Units( Battleclusters, Wings, Squads, I don't care what there called but you get the idea) that can be made up of actual ships, for example a battleship with protecting cruisers or a cruiser that leads destroyers there are a lot of other ways to configure this so would add alot of strategy to the fleet system.
these units would share the health-pool, fleet strength, and most importantly the same target, the unit would act basically as a large ship within a fleet, with the model being a triangle of whatever ships are in the unit.
This could also help moving ships between fleets by just moving whole groups of ships that already support each other.
