A while back there was a DLC ideas thread and most suggestions boiled down to
Create a NF tree for country X
Ive read that these NF trees are pretty difficult to add and balance and as a result i was wondering if the following idea is any good:
instead of the NF trees the devs could try to add (or if they exist already flesh out) the government forms. one i was thinking of is a monarchy government form that is in between fascism and democracy.
it could give a country cores or claims on some historical land but not allow free declarations of war. also, monarchies could perhaps have some interesting (extra) features when dealing with other monarchies.
to prevent new government forms from popping up all over, monarchies can only come to power through a civil war (in most nations).
example: sweden gets a monarchy through a civil war giving them cores/claims on scandinavia but disallowing them from declaring war on nations outside scandinavia (like democracies). they can give monarchies a bonus to national unity, a malus to diplomatic power and perhaps some economic modifiers
question to fans: what do you think of an idea like described above? What other government forms would be cool to add?
question to devs: would adding/fleshing out government forms be any easier than adding NF trees?

. All the different forms of government were pretty interesting in EU3 and 4, and I wouldn't mind seeing more for HOI4.
