even i like the idea of development, i played 1000 hours before, and 10 hours since common sense ... i just cant get to acccept that albania has the 10 times development of paris ... this 1 province minors develop their stuff much higher then like nation capital of france or austria is stupid :(

it may be "balanced" but i normaly play super historical and well you CANT do it anymore, cause 1pm will always be higher then paris or constantinople thats bs.

i would love if they put development apart from monarch points and put it on like POWER PROTECTION something like if you want to develop something you need to have power and the development itself is MUCH smaller but like for all provinces or like for 10 or 20 provinces, for as much protection you have you can choose more provinces, that isnt a worked idea yet ok BUT just think about it, france would have a super high paris and 1 province minors who do well could still make it high, while weak ones stay weak as they should be !

also remove the "much more cost in hills" like its stupid to buff nomanlandssteppes instead of high capitals in europe just cause they have wood and its not worth it,
make it like "cost more brings more" something like that

just ideas but ...
just remove it from power points ... plz ... let me have a historical world in a historical game xD

I can understand why this modifier exists, but it just doesn't make sense in some cases(*cough*Savoy*cough).
I'm not a big fana of mana, but if it's a core part of the game, I have little place to argue. The best solution would be if the development cost money as well - I doubt we'd see all those madly developped provinces in, for example, Wallachia.

Maybe instead of tying the development it should be tied to government type.

For example the tribals would have the worst development while bureaucratic despotism and other top tier government would have cheaper development.

It would at least better simulate different governments ability to run the nation.

Looking at most european nations terrain clearly wasnt a major issue,if anything wouldnt loads of freely available wood material boost development?
