I was thinking about the http://forum.paradoxplaza.com/forum/showthread.php?t=396666 thread. As people mention in there HOI2 had a problem between being historically accurate and still balanced for MP play. In some ways it is impossible to satisfy these contradictory positions. Anyway here is my idea that may produce as possible solution:

Instead of setting a single difficultly and AI aggression. Have the ability to set globally and then tweak per country.

Then if you are playing MP and you feel country X is going to get thumped you can basically lower the difficulty for them giving them extra IC and better fighting troops.

In single player it might also be interesting. Play as France and make Germany strong and SU weak for example.

Thoughts?

IMO if you want to make one country ahistorically bigger and stronger, just mod the game.

A handicap system for MP games would be useful to make valkyrie.net more alive.
