Black market is special window with randomized assortment of offerings. Each offering can be bought with energy credits, but it increases corruption meter. High corruption lowers resource income, fleet strength and leads to negative events, but also unlocks more lucrative black market offerings, making higher risk/reward play possible. The corruption can be reduced by edicts and event decisions (for example: fire high skill leader, clear spawned pirates, send troops to deal with rogue governor, make some pops temporarly unhappy and so on).
Example of black market offerings:
- Strategic resource you don't have, for next 10 years.
- Scrapped tech. +10-20% tech you don't have, but can research. (Possibly high corruption required)
- One time minerals cache with better rate than trade stations.
- Robot or slave (with good traiits) pops.
- Some data that reveals anomaly within your empire borders. (Possibly high corruption required)
- Steady stream of minerals for 10 years. (High corruption required)
- Unique empire-wide bonuses (like +5% weapon damage, +5% slave resource output, -10% consumer goods and so on) (High corruption required).
- Skilled admiral or governor with unique trait. (High corruption required)
- And so on. You get the idea.
