I had an idea for how to represent the nobility ranks below Baron. There would be 3 new building trees, Manor(Castle), Manor(City), and Castle(Small). You could build these and grant them to unlanded nobles as Honourary Titles. They would work like Baronies except they are buildings (i.e a lord of a manor could marry, deal with sucession, and everything else a landed feudal noble could do). The only limit to the number of these "mini-holdings" would be the province "size" or max number of mini-holdings.

The problem with making Barons playable is that giving all the Barons on the map a court of their own would be too much stress for the game to handle. Imagine having to calculate probably around twice as many characters every tick, if not more.

Make less courtiers, and make every single one much more critical.

It really depends on how many vassals this baron can have. 3? 4? 5? For every vassal they can have it goes up. If they just have 2 vassals you would be dealing with three times as many characters in the game.
