It is kind of cheating since the AI does not do missions. So if you do it kind of throws the VP points out of wack.

This is a bad way but you should be able to claim a shield on a province.
It should cost a lot of cash or something like a big campaign of 'FREE FLANDERN FROM THE VILE FRENCH' or something. I dunno I'm too tired and lazy to explain properly.

maybe you could get propagandists and they would be like the missionaries. they would be expensive, take a long time, have a high failure rate, but if you succeed you get a cb shield in selected province.

What I meant was, only the richest countries (like France) would have the luxury of adding extra cores, while they already have plenty. What would a poor country like Navarra or Wallachia do? I think this would only strengthen those who already need no help at all.
