To begin with: it is not another rage thread about 1.5 patch and coalitions and so on... I'm neutral about them. I jus try to live with them. This is just idea to make ae more reasonable :). Idk if someone came with this idea already, I'm pretty new to forum.
What about "simple"(I'm not a developer and lack basic knowledge) mechanism that calculate ae taken on province base tax? For e.g: you take province with a base tax of 1: ae gained from that should be(value to be discussed):
<base tax>* <modifier per bt> * <cb ae modifier> * <sophisticated paradox modifiers which reduces/increase amount of actual ae received>
.
Not sure if manpower would also do good for it. IMO if sb takes vast land of siberia with base tax 1(as some says bt visualises wealth and population of province during timeline of eu4 - with some mistakes aka viyanasomething with the city being one of the biggest in the world in this period. In eu 4 bt of 2 or 3 and low manpower) there should be a big amount of ae because who cares about empty land? Provinces taken in europe would naturally cause more ae.

I don't think I understand that equation. AE is only really rediculous if you play one of the HRE OPMs. And I mean, it is REALLY rediculous. In my Hansa game I had three countries join a coalition against me just for getting caught fabricating a couple claims. I hadn't even gone to war with anyone at that point of the game, and already had a coalition against me! However, playing as Poland I never once had a coalition form against me and in that game I was in a state of war continuously start to finish. By the time the game ended I owned the whole of HRE, Ottoman core, Norway, Denmark, Sweden, half of Russia, and a chunk of Italy. Sure, I was accumulating tons of AE with everyone, but nobody ever formed a coalition.

I don't want to change whole ae system and coalitions, just to make it not that static as it is now. For e.g I receive same amount of ae taking open siberian land from hordes as taking developed european cities (not mentioning cb now). Overall ae would stay nearly the same or maybe a little bit lower in europe and a lot of lower in low bt areas(siberia, some russian lands)

There's a couple of threads around that go into detail about AE multipliers that explain most, if not everything you said.

AE is increased inside the HRE a lot, mostly because it would otherwise be way too easy to expand at the expense of all those OPMs. The Hansa specifically starts with 6 or so OPMs bordering it, so I'm guessing the majority of those in coalition aren't exactly a threat. As for Poland, you expanded into Catholic, Orthodox, Protestant, and Sunni land, so you intentionally or unintentionally rotated AE cycles, which has been the meta for dealing with AE for awhile.

OP, I think most people would disagree that AE is really that bad atm. If you were around for the previous patch, AE was practically removed and the game noticeably suffered from it.

Base tax does seem like it should matter for AE gain. But when you apply it to actual gameplay, it doesn't work out very well. For instance, Russia already has a pathetically easy time annexing the hordes, lowering AE from that would only make eastward expansion more trivial.
