The icons for units and victory points seem frozen at max zoom in, and when zooming out they stay at the same size and position on screen.

Basically the game is unplayable for me right now due to the fact that the icon for units in Paris is floating somewhere over southern England.

I'm using an older monitor with less resolution and no widescreen but I don't know what else could cause this.

Can you include full details of the graphics please. The model of graphics card that you are using, what resolution you are running on Windows, and what graphics settings you are using in the game.

Updated my original post.

Also, I tried fiddling around with the various graphical settings and nothing. The symbols only appear in the right area when zoomed in 100%. Anything else and I end up with the icons everywhere. I can still select units by clicking the icon so that works, but click+drag to select needs to highlight their actual location (the province).

It's like the icons layer of the GUI just isn't effected at the same rate by the zoom as the map is.

Likely related to GUI scaling at 1024x768. That's a very low resolution, also I believe you're somewhat below minimum system requirements for the game.

Can you play at a full resolution? 1366x768 is doable apparently.

Resolution seems locked in the in-game settings and the launcher for some reason. So, I started manually setting the resolution in the Settings.txt file and played around with that for awhile. High resolutions at full screen won't even let the application properly show up, it just stays minimized.

I set it to 1280x720 and windowed and while a bit of the screen goes beyond the edge (due to the screens actual resolution) the icons no longer drift. It does seem to be a scaling issue.

Not really a fix, but it is a work around I can kind of barely use. At least french troops will no longer decide that guard duty on the Rhine is an excuse to sneak away and start swimming in the English Channel.

Edit 1: 1152x864 in windowed also works with less cut off (it's the same ratio).
Edit 2: Just noticed it started again while at 1152x864. I don't think this game scales properly for non-widescreen ratios. Guess I'm going to need to buy that new screen sooner then I thought.

OK, good that you have something working. I think we can say this is not a bug with the game. If you need further assistance then best bet is the Tech Support forum, where there are threads on different hardware related issues. Someone there might have a better understanding of what settings to use on your machine.
