Since I didn't find it in the bug list and we had this topic already a couple of times, I want to bring it up once more:

For some countries (Germany being the most critical one) it is possible to overspend ICs: When you leave one of the 4 sliders untouched (which will result in setting it at 0), you can pull the other 3 sliders to the max. values and right click there to fix them. This will result in spending up to 3 times the available ICs (and using also up to 3 times the resources).

This works for all countries in the first month. For US and SU it stops to work after that (you can still fix the sliders there, but you won't spend the additional ICs). However, for Germany (and NL, which btw. makes a fun game since you have the resources to fuel this economy and you can really put up a fight against Germany; and maybe even a couple more) it works the whole game.

In SP it does not matter very much, however if this works in MP, there is no way to stop Germany from abusing this bug without being noticed (simply making province upgrades and compensating with overspending, having a bit more research, adding brigades to units, bringing down dissent a bit faster, etc.).

Is there an official comment on this issue?

Although the mods don't care ;), I played around with it and noticed that every country can overspend that way provided it has enough of all resources. As soon as you need to convert (oil or coal for rubber), you only support the amount of ICs you have the resources for without conversion, no matter what the slider is set at.
