What leads you to think you should be able to use industry to do research?

I'm sure, historically, a country would set out specs for a new project and see what companies came up with and then awarded a contract to that company. So it would make sense for industrial capacity to be tied to research ability however it would be harder to balance since the USSR and USA (Which should both have a massive amount of IC) would get huge bonuses to their research ability.

This was the way things were in HOI1. Unsurprisingly, it lead to people ridicu-tech-rushing by throwing all their IC into tech-development. I remember storming through France with Tiger tanks in 1939 (ahh, those were the days!).

The reason why this was changed to money-and-slots in HOI2, and then leadership in HOI3, is to prevent this kind of ridiculously early tech development. It's also not very realistic - people working on production lines are not scientists or R&D people, so why should they be able to help develop new technologies?

Actually HoI2 was also IC based, depending on how many IC you had you got the appropriate number of research slots.

USSR was using research labs attached to industry, so labs had industry to test something and industry had labs to improve something.

I think all companies did research to some extent. However, this isn't related to IC in HOI, which reflects the capacity to mass produce military hardware.

Same as commented above. There will be tech companies for research in HOI IV, which indeed fits the bill much better than IC.

This has more to do with the industry's engineering ability and creativity, and not so much to do with its output capacity (which is what IC is all about).

Not in a way that's relevant to the OP's proposal. You didn't actually need to use that IC for research, it only mattered how much your country had, and it capped at a relatively low number.

There is something to be said for high IC (or heavily industrialized nations) having a relationship with available research teams or tech teams. If a nation has industries with a history of specialization and ability in a certain field, these would be most inclined to advance technology in said field. So for me, having tech teams and "slots" based on IC made sense, in an abstract way.

I suppose if leadership remains in HOI 4, the base IC of a nation should have a large impact on the amount. Or if leadership is gone, the number of tech slots and the effectiveness of research should be somewhat based on the level of industrialization.
I know this may seem to further handicap minor nations but it would also give them a reason to import equipment from aligned majors, which is highly historical.

I mean, when am trying to play catch up with the Soviets and build a real navy, literally build practice ships that exist solely to boost my level of practicals. Practical knowledge has such a large impact on research costs, it's worth trading IC for research to catch up.

It's even more ridiculous if you want to improve IC technologies. You build IC (which boosts the amount of things you can produce), which generates construction practicals, then you use those construction practicals to speed up research for IC efficiency and production techs (perhaps even cutting the cost in half if you build up enough practical knowledge). The increased production efficiency in turn lets you build another round of IC that is substantially larger than the first round, which also increases both your raw production capacity and construction practicals, which in turn nets you further research discounts on the IC techs, which leads to even more production. Oh, and each round of IC you build is cheaper because practicals also lower construction costs. The Soviets can easily match Germany production efficiency despite their lousy starting position in 1936 by following this method. It's so effective, I still have this meme on my photobucket that drives the point home:

In fact, practicals are vital to research in HOI3. You aren't using a slider to directly invest IC into research projects, but a 50% discount on researching the next round of battleship techs after building a few practice ships is a substantial trade off between IC and leadership.
