IC Creation

I've noticed that when I save and reload a converted game the IC that is converted from Vic is added to the base IC from a vanilla game. This is a huge problem as IC that didn't exist before is instantly created. Some countries have over 600 base IC now. I checked the file and crossed-referenced with what it says on HOI2Wiki. But it all looks inline, any ideas? Please Help....

If I remember right I had that problem once upon a time, I can't quite remember who helped me though, I think it might have been a moderator

Maybe I should creat a seperate .inc file? Or perhaps back up the old one and make it have no IC....?
