Hello all. My first time posting on these forums and unfortunately it's because of an issue with the game. I'm playing HoI3 with all three expansions updated to v4.02. Today I loaded a save game from a few nights ago and found the IC and leadership values had changed from when I was previously playing.

A quick overview of my save game:

I'm playing as Republican Spain, Normal difficulty. 1946. I've entered war against the Axis and taken a good chunk of Southern France pushing towards Italy. When I last saved my game, I had an effective Industrial Capacity of 106 and leadership of 10+ (might have been over 11, but probably around 10.75, I don't remember exactly). I distinctly remember having so much IC because I had nothing to do with all of it and found myself pouring it into surplus supplies (I'm over 40,000) and excess production. I attributed this large gain in IC and leadership to capturing large swaths of France back from Germany (all territory south of and including Vichy and Lyon).

Now I've loaded my save up and my effective IC is down to 76 and my leadership down to 9.75. Production projects and research that were once moving ahead at full steam are now not progressing at all due to the massive IC and leadership shortfall. Personally I prefer not to queue up production without the IC to progress it, so seeing a screen full of red production highlighted the effective IC disparity between now and when I was last playing, that something, whatever it is, had changed.

Is there any non-bug explanation for why this would be happening? Am I overlooking something simple here?

Well... Obviously there's the possibility that the save somehow corrupted - that could always happen.

A few other possibilities based on my experiences:

A. You had some sort of event triggers "Government nationalizes private industry" etc.

B. You accidentally changed your occupation policy in France + possessions or accidentally told the AI to manage your occupation policy .

Loaded my save and took a look around.

Occupation policy for Vichy France is set to 'Collaboration Government' as it always has been. My Economic Law is set to 'Full Mobilization' as it has been for the duration of the war. As an experiment, I changed it to 'War Economy', which bumped my IC up to the 90s but still doesn't cover the discrepancy and of course wouldn't affect leadership. I distinctly remember the 106 IC number because I saw it and had a little "that's neat" moment seeing that I had taken lowly Republican Spain and hit triple-digit effective IC. Not to mention all my queued-up production that had suddenly gone red on save load. I tried loading up the last few monthly autosaves and they all have the same 76 IC.

I wonder if, over the course of my last extensive play session, the game might have screwed up and given me additional IC, leadership, and manpower for certain provinces that I captured several times during the session. For example, capturing Marseilles, then losing it, taking it back, being driven out, etc. until finally securing it for good and having gotten the province's IC and leadership added to my pool each time, and then reset to the correct value upon closing the game and loading the save later. Seems absurd but sounds like something an obnoxious game bug would do.

In any case, I've poured nearly 30 hours into this save, so I suppose I'll have to live in this world of suddenly lowered IC and leadership and make the most of it.

Switch to strategic map mode, and click on the green provinces where the ic is, see if the ic is damaged in anyway. The ic icons damaged will be orange. If they are wait until they repair. Other than that, I'm not sure.

Did you start the game and let it run past midnight? The game generally loads all of the standard values, but some of the effects of laws and ministers aren't reapplied or displayed until midnight. They should affect your current day's production, but aren't shown yet.

Now that I've closed and loaded the save several times, the event log is empty. But I don't remember any sort of event firing, as I haven't encountered any events since the Civil War in 1936 with the exception of the occasional manpower surge.

No IC damaged or in construction anywhere.

I've definitely let the game run for multiple days and weeks, as I've resigned myself to these new IC and leadership values as I trudge on with the campaign. Still stuck with the lowered values.

Still not sure why my values changed so dramatically, which is frustrating, but I don't really have another choice but to adapt and play on and. Thank you all for the input.

The high values you were seeing don't sound right. My suspicion is that something was "wrong", and is now back to normal. Either that, or those provinces you had occupied in FRA changed when FRA or Vichy changed state, or your Occupation policy is now different. Normally, I wouldn't expect to see Spain with triple-digit IC, so something to do with FRA almost has to be the cause.

I thought something along those lines, that something had gotten out of wack over the course of my 5+ hour game session, and closing the game and reloading the next day caused everything to snap back into place. That my "game state" so to speak was saved (my production queue and research which had been progressing at 100%) but my IC and leadership values had changed leads me to think that was the case.
