I only increase my IC and Infra when I dont have the natural resources to support all my IC. Usually the IC increase is only beneficial if you increase in a low IC province , like 6 or below , b/c it uses half the IC in the province for a year to give you one extra IC point. Also , it is only a real production boon if you do it early in the game.

As for Infra, it doesnt , nor has it ever really helped to increase the infra. Unless you are playing the game manual version :rolleyes: . Other than that , only increase to prevent low infra penalty.

The key to both is , increase ealry and quickly, so that you will have all your IC available when the WAR starts.

The general rule of thumb is to upgrade if less than 5 IC. The mathematics of the "hit" for upgrading * the number of years until you see an actual profit in IC sort of hinders upgrading late in the game.

Depends on the country you play and your stile to play.
If you upgrade a 4 IC province to 5 you need 2 additional 2 years to get the benefit back. In large countries it could happen that you get such an overhelming strengh that you end it even end of game isnt reached. So you would have watsed perhaps many ICs.
I do only upgrades in provinces which belong originaly to me or where I had teritorial claims as I wont get full ICs from conquered provinces and the benefit wont be so great. Usualy I start in 36 and bring all provinces to 3.
