Playing as a Basque character earlier today. It say the culture can have acess to Iberian Reconquest. However, neither relevant game rule or decision can be found.

Yeah, the special Reconquista wars are disabled in EMF, because they're ridiculously overpowered. You've gotta do it the old fashioned way, and holy war yourself down to Gibraltar.
I'm sure, but it might involve a bit of work, especially if you're using SWMH. AFAIK, it was never adapted for the differences in provinces/ids.
But I encourage you to try playing without them. The pope still calls some Crusades for Iberia in HIP. And even when he doesn't, I find it pretty satisfying to manipulate my way to the front lines, and holy war myself into eternity, moving my capital further and further south, each generation. Crusades can be kind of fun in the Holy Land, because the Jihad in response is sometimes pretty epic. But in Iberia, victory is - for me - too permanent to be fun if it happens instantly.
Didn't the team say it was only temporarily disabled until they find a way to make it more balanced? or did I misread the changelog and they are keeping it disabled?
