Why is Madeira part of the Ibearian region?! I had a perfectly good France to Roman empire run, I had everything, including the Canaries. BUT then I noticed that I could not click the decision to form the Roman Empire and could not find the reason why, untill I noticed that damned invisible Island is part of IBERIA!. It´s 1817, last quick war against Spain, Austria, Russia and a couple minors, 18% war scores but they would not let me have the island..so, november 1820, no end in sight for the war and even if it was over I could not core it so quickly...

It makes sense to be in Iberia for some other purposes, but the 'Form Roman Empire' decision really should only take into account places the ancient Romans actually knew about.

I understand how frustrating this can be, but you can only blame yourself for not checking the provinces before the previous peacedeal.
You can take it the other way, why should Madeira be part of anything else than Iberia. It belonged to Portugal for the entirety of the timeframe and is firmly linked to Europe and Iberia, not to Africa and the closest teritory there, Morocco.

There are a lot of pecularities here, like Gaza being part of Mashriq region and Palestine area BUT Africa and not Asia unlike all other provinces there, provinces in the Malaya region being split between Asia, Oceania (Cocos Island and Christmas Island) and Africa (Diego Garcia), and until 2 patches ago St Helena was part of South America and was required for Sun God achievement. Labourd is also part of Iberia while it was geographically French and not Spanish (north of Pyrenees).
Always check every little detail when it's that decisive.
