Is there a way to make a rival that is not listed as eligible rivals? Is there something I'm missing? Thank you in advance.

No. Rivals are limited based on relative strength to you and geographical factors.

What you also can do is ALT+F4 load back in to the game. This makes the game ”rethink” the values this also works on coalitions and many other things, wars etc.etc.
