Paradox games usually run fine if you don't mod it to pieces on poor hardware. however it might lag more late game as this tends to be with paradox games. but maybe the opposite

for the Athalon side the min requirement is a 3.2 GHz quad core and his is a 2.4 Ghz duo core.

His GPU is the ATI 3200 which has 512MB dedicated ram

this is def one that you want to buy it from someone that has a refund policy. Also know that there is a likelihood that as DLC's get released the game will need more and more horsepower, so on release it may be fine but as time goes on ...

Your CPU is very weak, even for the minimum requirements. See, typically games put their system requirements a bit higher than what they really are, and just because you don't meet the requirements doesn't mean you can't run it, but I doubt you will be able to run it even on the lowest settings.

Your GPU (GT 610) is awful for what the game is asking. I wouldn't be surprised if you couldn't even launch the game.

Your RAM on the other hand is fine.

I'm going by the system requirements set out by Paradox. You can always try getting the game on Steam, and using the Steam refund system if it doesn't work. I just don't expect you to be able to run it, but if you can do WWE and Dying Light, it may not hurt to try.

this is probably the best option. Though I will echo what I previously said, is that the game will probably require more and more HP as the development life continues, so if it sluggish on release...

Laptops are just not very good for gaming. But if you are able to run EUIV without any lag, I would expect HOI4 to run on the lowest settings. If it does lag with EUIV it will probably be much worse for HOI4.

Like others have said, going through Steam is your best bet. As soon as you download it, play as Cuba or some small nation. Turn off fog of war. Set speed on max so you can get in to the late game within the 2 hour window and see how bad it lags.

i have 6g ram 750gtx 2gb and ssd

For most games that is true. The GPU is the most important piece of hardware for gaming. But PDS games have always been more CPU dependent. More processing power computing calculations instead of rendering a battlefield for example. Though that does seem to be changing with the latest Clausewitz games from Paradox' drive to make their games more appealing.
