I want to get myself a DLC, but don't know which one.

So I'm picking up CiM.

I also want to pick up one or two DLC's, but I'm not sure which ones to get.
I don't have the money to get the full pack otherwise I'd do that of course, but I've got a little bit on hand to get myself one or two DLC.

So, the big question of course is:
Which one should I get? What adds most (in the broadest sense of the word) to the game?

German cities DLC. You can get most of what the Metro Stations DLC gives as a free mod, and the other DLCs add only new vehicles. New vehicles are nice, but more maps extends the game far more, in my opinion.

I would say Japan since this adds the overhead tram, you can then get a free mod that lets you use both regular tram and overhead tram in all maps at the same time.
If you can get both I would vote Japan and German as aforementioned.
