I am late game (1740) as Spain and after all three below achievements:

Electable! (Become an elector in the HRE as a country which does not start as elector.)

Spain is the Emperor (Become the Emperor of the Holy Roman Empire as Spain.)

The Emperors new clothes (Overthrow Austria and become the Emperor of the Holy Roman Empire.)

My Dip. Rep. is at 9 and Improve Relations at +70%.

I have circled over almost all HRE countries 2-3 times for relation improvement. Six out of seven electors are voting for Austria (one for Hungary), but I am pretty close to their ranking.

Will a PU over Austria (the current HRE Emperor) give me the Emperor-ship?

A PU over Austria will simply make Austria ineligible to be emperor. The electors would choose the new emperor. As an outsider, the only surefire way to become emperor is to vassalize a majority of electors. This forces them to vote for you.

Also, you aren't going to get the Electable achievement without a lot of monkeying around with mechanics. You would need to become emperor, then join the HRE. After that, annex an elector and all non-electors, then lose election without replacing the elector. The new emperor will have no other option for the empty elector spot but you at that point. Otherwise, you are simply too large for the AI to ever select you as an elector. That's an achievement that you would typically get starting within the HRE. New electors are typically chosen after the 30 years war makes some of them ineligible.

Another thing you can try in order to become an Elector is to inherit it. For that you would need to marry every non Bishopric Elector you can, hope one of them gets your dynasty, claim throne and get a PU, then hope you inherit the country upon monarch death. Of course, it's a bit late for you, because you have to wait 50 years before you can inherit a PU, so you only have 30 years left to get a PU in the first place.

Edit : If you can't make it happen in this run, you can get the Electable achievement quickly and very easily by starting as Munich (or Ingolstadt or Landshut) and just following their mission tree.

any opinion you lose due to ae with austria PU means one reason less to get elected. If you take 50 ae to force PU austria, all electors have 50 reasons less to vote (afaik). If you are second in place with a majority of the electors, and if you would KEEP that second place even after forcing union on Austria, then you will get elected, yes.

I think these days the ae gain for forcing a hre state into a union (especially a LARGE ONE) like Austria will be so high, that half the hre will come in coalition range. So the only *real* way to do this would be to get Austria into a PU by succession war or peaceful PU, and then see if you get elected.

With Austria becoming ineligible, the vote usually splits, so you can win with 3 (or even 2) votes. If you ally 2 or 3 electors before forcing PU, they won't get much AE and will likely vote for you (unless they want to get elected themselves)

Getting Electable achievement is easiest with Bavaria, form it, PU the Palatinate through the mission tree and make sure you have great relations with Austria.

You can become emperor of the HRE as Spain in the first 50 years by starting as Aragon.

I want to mega highlight that last bit. Integrating the Elector via diplomatic interaction does not transfer their electorship to you; you really do have to keep them around until you inherit them "from natural causes".
