Maybe they annexed a nation that had a port, then lost that province after they had built a ship. Since no AI naval attrition it could last forever. Or the nation they annexed already had a fleet.

Of course, it's also possible that they once had a port and you didn't notice it.

I mean, thanks very much for Lombardia and Napoli conversions, but I feel like it's too easy when that happens. I expected to spend about 4-5K on doing that, and I get it for free? Any province you own is subject to random conversion. It is especially bad when it happens to a pagan province you have captured, since it does not include a culture change like a normal conversion would give you. Also annoying if it happens to a province you just paid a lot of money to send a missionary to. Although this last one is going to change in 1.06.
