So, I think there should only be two continents, New World and Old World. New World is North and South America, Old World is everything else. I've always been bothered by how the distant overseas thing works. It never made any sense that Venice could administer Norway better than Egypt.
So, to replace the 75% autonomy on Old World provinces that would have been overseas, I think all same continent provinces should start at a 75% LA floor and different continent provinces should start at 100% LA floor. However, both of those should be reduced by 25% if you have an ocean/sea connection to your capital. Direct land connection should reduce it to 0%, like now. So, in practice, this would generally mean that overseas provinces have a 75% floor, like they do now, because there would generally be no situation where you would get a province in the New World without a connection to the ocean or a landlocked country getting provinces in the New World. What would change is the weird situation where Naples conquers Tunis and gets a 75% floor, but then conquers Ireland and gets LA down to 0. It also gets rid of the weird things that happen when you try to move your capital as a country that straddles two continents. It makes no sense that Oman could more easily move its capital to Kyoto than Zanzibar.
I also had the thought that land connection + one sea zone could reduce LA floor to 25% instead of 0%, but I'm not sure that would work well, it could make some weird things happen, like GB not being able to administer its French holdings.
The only other thing I'm not sure about is what to do with Australia. I think Australia should probably behave more like New World provinces, so maybe Australia could be put in the New World continent or made it's own continent, so there would be three continents.
