I decided to make a second go at the Commonwealth Confederation as my first got thwarted by Spain when it decided to retake Gibraltar as part of uniting Iberia, which would have meant going to war with the Axis as they would certainly have jumped in - they had nothing else better to do at the time. However, this second game went perfectly - I left Historical Focus off, but otherwise all was left to default. I wanted to get as close as I could before getting dragged into a war, and thus risking losing some of those nations I was trying to "confederate" with. The game went perfectly.
France invited Communist Ministers, meaning they were not going to try to join the Allies, so I was able to ignore the plight of France. Japan backed the Kohda Faction [not sure if I spelled that properly] so would direct its aggression north, not south, despite Communist China being a dick and not recognizing that if they left Japan alone, they could have focused entirely on winning their civil war. But that had no effect on me, except to slow down the CPU a little.
Poland formed its own faction, too, so I was even able to ignore that. I did get a bit silly and jumped at the Dutch after they did "Change the Government", and even got them to Cave to the British, but then they got invaded and "caved to Germans", so to speak. Meanwhile, I had to sweat out what my dominions were doing as I'd neglected to set them to follow their historical settings, so I had risked one or more deciding to flip Britain the Bird. I lucked out, though - they all went with supporting the Commonwealth.
I almost messed up the Imperial Conference. I forgot the timer, as I had started boosting their "likes" after pushing my agenda, and so didn't actually start any of the decisions until there were less than twenty days left. I got the conference events to fire with 0 days on the clock. But they all went for it. I had husbanded my PP, too, so I was flush with "cash" to do what was needed - I went into the conference with nearly 900 pp, only picking the ministers I needed to generate more PP and also to boost MI6. I went for "I See Everything", too, and got it vs. Italy. Recon planes made all the difference, as did ensuring that the network covered all of Italy. Maybe Italy neglected to start its own, too, so I had no opposition. Either way, done! and DONE!

Edit - I logged in and took a quick screen. Mid 1940!!! And all democratically.
