So I tried playing as Dithmarschen and I was surprised that I was not even informed that the war had started...because the event to start the war only fires for a random country in the HRE, which is not guaranteed to be Dithmarschen. I saw the decision to start the incident, but it just appeared with no notification and the emperor eventually started it when the score reached 10. I also got a change government CB, but again, no notification and it changes the target into a republic instead of a peasant's republic which makes no sense.
Then of course during the incident, almost everyone voted to crush the peasants and there was nothing I could do about it, and the emperor picked the option to crush the peasants and everyone in the HRE got a change government CB on peasant republics...but strangely, there was no opinion penalty with anyone else in the HRE so it was just business as usual...
From what I can tell from the code, the score for the war increases by :
-+1 when peasant rebels enforce demands
-+2 for every peasant republic in the HRE
But strangely, you CANNOT use the peasant war CB to change governments into peasant republics, the only way to do so is to have peasant rebels enforce demands on a country that has less than 100 development, and then the AI will almost always pick the option to become a peasant republic. And since peasant rebels are weak, this will obviously rarely happen.
At +10, both the emperor and every peasant republic in the HRE can use the decision to start the great peasant war incident. Due to the way the voting is set up, almost everyone (and the emperor) will vote to crush the peasants and it doesnt look like theres anything you can do to influence that.
The important part seems to be after the incident ends, an event will fire for the emperor and depending on the score, he get different choices :
Crush the peasants : The emperor doesnt get this option if the score is at least +15. Non-republic members of the HRE get a change government CB on peasant republics. If the score is at least +10, every noble estate part of the HRE gets +5 loyalty and +5 influence for the rest of the game. If the score is lower than that, they get +10 loyalty/influence instead.
Grant concessions : This counts as a win for Dithmarschen's peasant's war mission. If the score is at least +10, every noble estate part of the HRE gets -10 loyalty and -10 influence for the rest of the game. They also lose a large land share and every peasant republic in the HRE gets the change government CB for the rest of the game, which has a nice 0.75 AE. If the score is lower than that, they get -5 loyalty/influence and lose less land share.
Whats particularly strange is that the AI has no preference for either option so its a 50-50 chance for an AI emperor to pick either one...but obviously the emperor has no reason to grant concessions unless they are forced to do so, because you want higher loyalty/influence for the nobility estate to get more buffs obviously.
Its also nearly impossible for the score to reach +15 to force the emperor to grant concessions because the decision to start the incident is activated when the score reaches +10. The voting period is 1 year, so you would need to get an additional +5 score from peasant rebels in 1 year, which is extremely unlikely to happen.
But the way its setup so that the score only increases based on rebels, which a Dithmarschen player has little to no control over (especially since support rebels has been nerfed so that you can only support ACTIVE rebel factions) makes it nearly impossible to "win" the war. And the fact that you cant force convert other countries into peasant republics with the change government CB makes no sense...i mean, thats kind of the point of the CB? And the fact that Dithmarschen doesnt get notified at all that the war has started or how they are supposed to win it is extremely confusing unless you already know how it works.
It would make more sense if Dithmarschen could go around converting people into peasant's republics to win the war...
