Simple, just delete the file you messed up and use the repair feature of the uninstall function. I used to have to do that a lot when I would randomly augment my files.
Lol, i temporarily found a solution in implementing the HoI 1 (!) minister file for germany into my HoI2. Although some of the ministers got some strange characteristics, Hitler being a Market Liberal for example 
.
