I really hope there's something that keeps Russia from becoming a monster in vicky2. In vic1 there's no consequences to instantly liberalizing and industrializing your entire population so by 1860 Russia can easily get the highest industry if played by a human. Only reason why AI Russia is so weak is because the AI is terrible but in the hands of a human Russia was the strongest (tied with Britain) country in the game and it's a cakewalk right from the beginning. Realistically though there was no way Russia could get 100% of its citizens in the factories and have a stable democracy by the late 1800's. It should be at least somewhat challenging to fully industrialize Russia in vicky2.

Your upperhouse acts as a break on reform. You can't just refrom when you like you need support to do it. In an absolute monarchy its the elites, in a democracy it is the voters.

Doesn't sound very absolute to me, if the upper house can veto you

That's because there was no such thing as a government where all authority was rested in one man. Every government has power brokers who's interests cannot be ignored.

That is exactly how I see it. Being aristocrat or capitalist in the game isn't that much about titles. When you own land and live from the land, you are aristocrat. When you live from investment activites, you are capitalist. Therefor we can have capitalist with titles (modern aristocracy) or aristocrats without titles (rich landowners in CSA)
