It has mostly to do with low development provinces. The game treats them all the same even though they aren`t. Russia has more development than France because they put a few people in unusable land that is just there cause Chinese horse farmers could have attacked them from behind if they didn`t. Ottomans being stronger than China cause they conquered some deserts in Tunis is also really stupid.I personally think conquering high development provinces is not rewarding enough. Like why should I quonquer super citys like Paris or Istanbul if I can just take 10 times as many low dev provinces without getting a coailation.
